    The Vermont House Agriculture and Forest Products Committee is holding a final hearing on H.586, a bill designed to improve water quality in Vermont, from 7 to 9 p.m. on Feb. 13 in the House Chamber.

    The bill would set new regulations for agricultural activities that can cause water pollution. The legislation would require that farmers create buffer zones along waterways and fence livestock from rivers, streams, ponds and lakes. It would also require farmers to obtain discharge permits for stormwater runoff from the development of impervious surfaces of more than a half acre.

    The proposal would establish a Water Resources Preservation Program to pay for projects that would improve water quality and prevent or repair flood damage.

    Funding for the program would come from a fee assessed against all developed property; a 1-cent per bottle excise tax on bottled water and a 10-cent per package excise tax on flushable products.

    Citizens who wish to testify can sign up a half hour before the hearing and leave written statements with the committee.

    Just in case you haven’t had enough face time with the commission or haven’t been to one of the meetings another is scheduled for tomorrow in Burlington.

    BURLINGTON — The Lake Shoreland Protection Commission will conduct a public meeting on Thursday, October 3, 2013, from 6:00 to 8:00 p.m. at Contois Auditorium, City Hall in Burlington, Vermont. The Vermont General Assembly established the Lake Shoreland Protection Commission in Section E.126.1 of Act 50 of 2013 in order to:

    Provide information to the public regarding the current health of waters of the State, including the results of the 2012 Agency of Natural Resources’ State Water Quality Remediation, Implementation, and Funding Report;
    Inform the public regarding the regulation of State waters, including requirements the State may need to meet in implementing the cleanup plan for Lake Champlain;
    Summarize for the public the status of efforts to address and improve the quality of all State waters, and how regulation of shoreland activity impacts water quality; and
    Take public input regarding the regulation of disturbance, clearing, and creation of impervious surfaces in the shorelands of lakes.

    At the meeting, the Agency of Natural Resources (ANR) will provide an overview of the health, value and regulation of lake shorelands in Vermont. After the ANR presentation, the public will be invited to provide input during a moderated question and answer period. Public participants may be asked to limit their statements or questions in order to allow participation by all interested persons.

    Public Meeting Sept. 19-The Vermont State Legislature Lake Shoreland Protection Commission has set the time and location of the Addison County Meeting. The meeting will be held Thursday, September 19, 2013 from 6:00-8:00 p.m. at Middlebury, American Legion Hall, Broadman Street (Behind G. Stone Motors).
    Public Meeting Aug. 22-The Rutland County Meeting will be held Thursday, August 22, 2013 from 6:00-8:00 p.m. at Camp Kehoe Conservation Camp, Lake Bomoseen.
